One of the primary roles of the Continuum of Care (CoC) is to arrange federal funding for the community. These funds help support Washtenaw County’s homelessness response system. Most of these funds come from the U.S. Department of Housing and Urban Development (HUD). The CoC gets funds from the Emergency Solutions Grant and Continuum of Care (CoC) Program. HUD awards funding on an annual basis. The CoC Funding Review Team (FRT) reviews community applications for these funds. The FRT uses a rubric approved recently by the CoC Board to rank projects. The CoC Board then votes on the FRT recommendations. This committee plays an important role in how Washtenaw County addresses homelessness.
The FRT committee has several vacancies. We are currently preparing for the fiscal year 2022-2023 funding competition. This year, meetings will begin in July and run through September. FRT members review and score project applications before meetings. This usually requires 20 hours each month until September.
