HOME Investment Partnerships American Rescue Plan Funding Allocation Plan

Congress gave organizations like OCED money to assist individuals and families who are homeless, at risk for homelessness, or in other vulnerable populations. This money is being administered by the U.S. Department of Housing & Urban Development (HUD) under a program called HOME-American Rescue Plan (HOME-ARP). The Washtenaw Urban County's total HOME-ARP allocation is $4,562,230, with a spenddown deadline of September 30, 2030. 

The County submitted its original HOME-ARP Allocation Plan to HUD by the deadline of March 31, 2023. HUD formally approved the Plan. The County recently held a public comment process to solicit feedback on the June 30, 2023 Proposed Substantial Amendment to the original HOME-ARP Allocation Plan. 

Following the close of the public comment period, the County made additional changes to the Proposed Substantial Amendment, linked below. The August 30th document below will be brought to the Urban County Executive Committee (UCEC) on September 6, 2023 for approval. After approval by the UCEC, this Substantial Amendment will go back to the Board of Commissioners for their consideration and a vote, likely in October 2023. After final approval from the Board, the Amendment will be submitted to HUD for approval. Once approved by HUD, the County will share a timeline for Requests for Proposals for the competitive awarding of HOME-ARP funds.

  • Subsequent to UCEC approval, the Amendment will be presented to the Board of Commissioners for consideration and a vote to approve (anticipated in October 2023).
