In November 2017, Washtenaw
County residents voted 2-to-1 insupport of a millage for improved access and more effective health care for
persons living with mental illness and substance use disorders.
The millage resolutionidentified these four categories of services:
Prevention- Support mental health awareness, prevention, and early intervention programming in partnership with schools, law enforcement, community service providers, and neighbors.
Crisis- Offer immediate
mental health and substance use disorder crisis assessment, referral, treatmentand support diversion from jail, emergency departments, and inpatient stays.
Enhance support services post crisis engagement.
Stabilization- Provide services to adults and children with the severe mental illness and developmental disabilities regardless of insurance status or with unaffordable deductibles. Reach out to individuals for whom traditional outpatient treatment is not adequate or who don’t typically seek services.
Jail Services- Enhance mental health and substance use disorder assessment and treatment in the jail. Support diversion options and offer expanded education and support to first responders.
To build a more detailed and informed set of mental health millage investments, the County Board of Commissioners has launched the Community Mental Health Advisory Committee (CMHAC). CMHAC will also draft an initial evaluation plan for those investments, recommend key partners, and build broader community understanding about this plan.
The initial plan will beshared with the Community Mental Health Board by the end of May 2018 and with
the Board of Commissioners no later than August 2018.

community conversations to share information and to hear the insights, experiencesand ideas of affected community members, interested residents, and provider
partners. This community knowledge and experience will help informthe most appropriate investments of these valuable community resources.
